Method of Analysis

The AISTS OGGI project, which constitutes the ingressive platform for this research, sets as its axiomatic objectives the proposal of an OGGI analysis framework and the following transformation of this framework into an aggregation of indicators, which would be able to quantitative transcribe the OGGI. What follows is an attempt of brief outline of the study's cardinal considerations, principles and recommendations.

The indagation of impact presupposes the definition of this debatable notion. AISTS OGGI project define impact as the interrelation between the Olympic event and his context of realization.

The inquired reverberation would ideally be estimated by the confrontation of the evolution of the context with and without the event. As long as such estimation is utopian and therefore impossible, two different approaches emerge. The first one focus on the event itself and essays to determine the impact by measuring the effect stimulated by the preparative phase and the facture of the Games, while the second adapts the opposite view, focusing on the host context and its evolution processes.

Neither of these methods is exemplary. The event-driven approach premises a clear dissociation between the event and its internal or external context processes, whereas the context-driven approach takes as prerequisites the determination of the host context and the part of its evolution that is caused due to the event. Both of these tasks are almost unattainable, thereupon neither first nor second method could be characterized as absolutely expedient.

Taking into account the erstwhile reported definition of impact as relation, each approach could be parallelized with a one-way description of this relation. However, a relation is by definition ambidextrous. Consequently both methods should be taken into consideration, so as, by eliminating their structural inappropriateness and implementation sticklers, to integrate the delineation of global impact.

Adopting this duplex direction, AISTS proposes the importation of two clusters of indicators, one for monitoring the event and another for the depiction of its context. The global intrinsic impact arises ultimately crabwise, as an area in which the complex interrelationship between the event and its context takes place.

Consequently, the delimitation of this area determines the needed boundaries of OGGI analysis framework. The mapping of the area, with the appropriate spatial, temporal and details coloration, is selected to be incarnated by use of appropriately selected indicators. The designation of these color parameters is described in the following lines. However, it should be mentioned in advance that the impact identification ability of the selected indicators tool is connaturally limited.

The first degree of freedom which characterizes the process of indicators determination is space. The multidimensional realization context of the Games uncovers the necessity of adopting an accordant spatial variance. The study takes into consideration four different geographical entities in local, regional, national and global level; however, regarding the on hand implementation, the local and regional boundaries are identical.

Another degree of freedom in the selection and design of the indicators is time. Olympic Games constitute an integral part of region's history, therefore the disciplinarian definition of the impact's relation temporal extent is presumptively unreachable. As attitudinal boundaries to this extent were selected the official announcement of the city's candidacy (initial situation) and the completion of two years time after the staging of the Games (final situation). AISTS’ methodological framework distinguishes the following characteristic stages:

  • Conception (Phase 1): the period between the candidacy and the election as host city
  • Organization (Phase 2): the period between the election of the city and the opening of the Games
  • Staging (Phase 3): the period between the opening of the Olympic village and the closing of the Paralympic village
  • Closure (Phase 4): a two years time period following the Games

The attempt to accomplish the optimum attainable apprehension of the multidimensionality, the complexity and the temporality of the Games event necessitates the comprehensive, but together exhaustive, description of the context's evolution. As the most expedient way rises, according to the literature of sustainable development, the joint consideration of the following dimensions:

  • The economic dimension (Ec)
  • The social dimension (So)
  • The environmental dimension (En)

The osmosis between these spheres of activities is incessant; therefore their clear disaggregation is mainly arbitrary. However, the complementary and non-exclusive inclusion of the interrelated spheres is able to effectually monitor their reciprocal context modulation.

The OGGI framework of reference is eventually thoroughly allocated through four geographical entities, four temporal phases and three spheres of activities. This analysis tool, which boundaries are illustrated in the following figure, is claimed to be an efficient basis for the identification of the impact relationships and is therefore espoused for further advisement.
